CITY BULLETIN BOARD SERVICE & COMMUNITY CALENDAR POLICY
PURPOSE: The City’s Bulletin Board Service is a digital listing of public service messages that runs on Channel 3 (MV3) whenever curated and approved video segments are not being cablecast. It provides information on City departments, events,services, and programs. The Community Calendar is a digital calendar on MoVal.org listing community events, services, non-profit events, activities, and other non-commercial advertising maintained and managed by the City of Moreno Valley.
POLICY:
I. Eligible City Bulletin Board Service Participants:
A. City of Moreno Valley
II. Eligible Community Calendar Participants: Entities and groups eligible to submit events to the community calendar include the following, in order of priority:
A. First priority: local government, including local law enforcement and agencies funded by local government.
B. Second priority: local public educational institutions, including primary and secondary schools, and higher education institutions.
C. Third priority: local non-profit organizations, official City partners, local service groups, Moreno Valley-based social and recreational clubs, businesses, and for-profit groups if the sponsored event or activity benefits a local humanitarian or non-profit cause; and
D. Fourth priority: public agencies outside Moreno Valley which offer information and activities of interest to Moreno Valley viewers.
III. Bulletin Board Slide Preemption: While bulletin board slides are deemed important, bulletin board slides will be preempted on MV3 to provide feature City of Moreno Valley programming, and critical information to viewers in the event of a major disaster or emergency affecting the city.
IV. Calendar Item Evaluation: The City Clerk’s Office reviews each message for conformance with eligibility and content guidelines. Each message will be considered in relation to its priority, content, risk/adverse reaction analysis, and other requirements.
V. Calendar Item Requirements and Restrictions
A. The following types of calendar items will be considered:
1. Calendar items from groups other than the City may be limited to an event or activity that takes place monthly or less often.
2. Calendar items must be submitted via the City’s online submission form located at www.moval.org.
3. Calendar items must be non-commercial in nature, serve the public interest and relate to events and activities open to the public and free from discrimination.
4. Calendar items must be submitted at least two weeks before a scheduled event.
5. Calendar items must be brief (typically 300 to 500 characters). All messages are subject to editing and condensation.
6. Calendar items must include all relevant locations, date(s) and time(s).
B. The following types of messages will NOT be considered:
1. Content considered discriminatory, politically motivated, obscene, inflammatory, or of a pornographic nature.
2. Messages promoting illegal activities.
3. Activities that attempt to defraud viewers or attempt to obtain money by fraudulent pretenses, representations, or promises.
4. Commercial advertising.
5. Messages promoting, endorsing or opposing a political candidate, initiative, referendum, recall, or other election issues. However, notices publicizing public meetings, forums and social functions sponsored by political groups and open to the public are acceptable, as long as the names of political candidates and/or members, titles, or descriptions of ballot measures are not publicized.

The Community Calendar often contains information submitted by outside public and private organizations. As such, the City cannot guarantee the accuracy, relevance, timeliness, or completeness of any such outside information. Further, the inclusion of links to particular items is not intended to reflect their importance, nor is it intended to endorse any views expressed or products or services offered by any third-party entities. The City, however, will endeavor to correct any errors brought to its attention in a timely manner.
